Manages programs or projects involving department or cross-functional teams focused on the delivery of a product or computer-based system through the design process, and into a finished state for external customers. Plans and directs schedules as well as project budgets. Monitors the product/program/project from initiation through delivery, interfacing with customer on technical matters. Organizes interdepartmental activities ensuring completion of the product/program/project on schedule and within budget constraints. Assigns and monitors work of systems analysis and program staff, providing technical support and direction. This position is most common in a matrix type of organization, where the position does not have responsibility over product development but does have overall product/program/project management responsibility.
General supervision of work with assignments that require a thorough and practical knowledge of the technical or business discipline. May be assigned to small projects or to phases/portions of larger projects. Proficient with tools, systems, and procedures required by the work. Understands and applies most principles, theories, concepts, and techniques utilized in the discipline. Developing experience in the applicable discipline in solution creation and increasing business knowledge. Provides resolution to various problems of moderately complex scope. Exercises judgment in the use of defined procedures and practices. Has mastered most of the basic job responsibilities. Contacts are typically with other members of the team, management, and/or outside the immediate organization. Failure to achieve goals may require additional resources to correct. Bachelor’s degree with 2-4 year’s experience, or Masters with 0-1 year’s, or its equivalent.
